Does Azure Translation Service count detect characters as translate characters?

I'm using free tier of translation service and I wonder if I could optimize my usage by first detecting the source language and potentially NOT actually translating the text (which may depend on user's preference).

So, my question is: does calling "language detect" use the same limit as actual "translate" call? Can I indefinitely use "detect" within limit specified in the following link without any additional limit due to free tier? https://video2.skills-academy.com/en-us/azure/cognitive-services/translator/request-limits
