Adding Compute VM in ML training project fails

I am new to Azure ML and wanted to execute https://video2.skills-academy.com/en-GB/azure/machine-learning/tutorial-1st-experiment-sdk-setup.
I have a pay as you go subscription and no VMs/DBs/... active.
When I create as per guideline a compute resource I get an error message that my quota is 0 whatever vCPU type I select
When I cross check in subscription-quotas nearly every vCPU type has a quota greater than 0 e.g the "Standard D family CPU". Still it is not working when I select a standard D2 in the machine learning portal.

    I have the same problem.
    I try West Europe, East US, West US, Canada Central. Nothing works.

    Any clue why?
