How to use edge as browser of outlook add-in with Windows Server

I want drag emails to outlook add-in, but it is not supported in Windows Server. The official document (https://video2.skills-academy.com/en-us/office/dev/add-ins/concepts/browsers-used-by-office-web-add-ins) said when Microsoft Edge is not installed, outlook will use IE as browser, which drag and drop is not supported. But after I installed Microsoft and Microsoft Edge WebView2, Outlook still use IE to run add-in.

So the question is: what should I do to make outlook use Microsoft Edge?
It would be very helpful if there is any suggestions, thank a lot.
