Outlook 365 (2016 version) for Mac not importing olm properly on 11.1 Big Sur OS.
tried with different users in theese days, is clearly a bug. Please solve it.
Using Office 15.xxx on the same machine i'm able to import it with no errors.
Then I can upgrade the outlook version and enjoy my archive.
But please debug it.

In order to check if there is something wrong with features of the problematic Outlook client, please try to completely uninstall and reinstall this specific problematic Outlook client and then test to see if the issue could be resolved.
By the way, I noticed that your Outlook version is 2016 version. As the document says, Support for Office 2016 for Mac ended since October 13, 2020. Feature issue might happen since lack of newer updates. If the issue still continues, for better user experience, I would suggest you to upgrade your Outlook to the new 2019 version, I tested in 2019 versions and have not met this kind of issue yet.

If you mean your Outlook 2016 client were newly configured to test and still got the same issue, as mentioned before, since 2016 version would no longer update, I would suggest you to upgrade to newer 2019 version for better user experience.
We can't choose which version of office to download.

Do you mean that you have already upgraded to the latest version but the issue still continues? I downloaded the newest version of Office for Mac 16.45 (21011103) and did the import and export tests, everything seems just work fine and cannot reproduce your issue. I also did some search about your import issue but seems have not found any similar issues yet.
So, personally I think, is it possible that the specific Outlook client has some mistakes which caused your import issue? It is suggested for you to exit your Outlook, go to ~/Library/Containers, rename the com.microsoft.Outlook folder as com.microsoft.Outlook1 to restore Outlook to its original state. Then try re-adding your email account and test the import feature with some other .olm files to see if your issue could be resolved.
Note: Before operations, please remember to back all your data.
