CANNOT OPEN NEW EMAIL ACCOUNTS SAYS "MICROSOFT ACCOUNT DOESNT EXIST"

I CREATED 2 NEW EMPLOYEE EMAIL ADDRESSES UNDER OUR DOMAIN AND NEITHER ONE IS ABLE TO GET THEM SET UP ON THEIR PHONE/IPADS. I EVEN TRIED TO ADD THEM ON MY 365 MAIN DESKTOP COMPUTER EMAIL AND IT WONT LET ME.
WHAT AM I DOING WRONG?

    I am sorry you are getting this error!

    The first thing I would suggest is reporting your account issue here and starting a conversation with a virtual agent. They should be able to get to the bottom of why this is happening.

    As mentioned on the answers forum, this error usually occurs for one of three reasons:

    1. You are logging in using an alias.
      If you renamed the email address into a new account, the original account will become an alias. Thus logging in using the original account (alias) will trigger the system to send the message that the user that it does not exist.
      The solution is to log in using the new account.
    2. You mistyped the email address.
      Solution: Retype the correct email address.
    3. You did not access the account with a browser within 365 days. The account will be deleted permanently in the system due to inactivity.
      You can recreate the account as a new account if it is still available.
