Project Site template based on Team site

Hi,

In Project Online, I have created a Project Site based on the template "Team site (no Microsoft 365 group)", and we are not syncing any Project data from the Project Web App, like the tasks. There is no tasks list in this Project Site template, only the lists and the documents library.

The question is if Microsoft would allow users without a Project Online license to access this Team site template even if it is is part of the PWA Site Collection. As per the current configuration of the site, there is no project data, only lists and libraries that could be in any Team site.
