It's not that easy because some of your components or better their versions are outdated
I would try the migration this way (just a draft!):
- First of all and really important: Have a good backup and restore strategy!
- Install 2 new servers (will be later the SCSM and SQL servers) with the OS you targeting
- Install SQL server on both new servers
- Move the SCSM DBs to the new servers
- Unregister the SCSM Data Warehouse
- Inplace Upgrade on the existing SCSM servers to SCSM 2019 (it might be required to update the OS on the servers to meet the requirements)
- Install a secondary SCSM management server on the new server
- Promote the new SCSM server to primary management server
- Install SCSM Data Warehouse Management Server on the new SCSM DWH server
- Register the new SCSM DWH server
- Deinstall the "old" SCSM Management Server
- Deinstall the "old" SCSM DWH Management Server
The list might be not complete. There might be a step missing in the list.
