Is the picture placeholder button (icon) in PowerPoint SmartArt repurposable?

The picture placeholder icon within SmartArt is not the same as the one for a standard picture placeholder:

The Insert Pictures UI below is triggered from several places:

These places include:

Shape / Fill / Picture
Chart / Shape / Fill / Picture
Table / Cell(s) / Fill / Picture
SmartArt / Picture placeholder icon

The first three are repurposable via the ObjectPictureFill MSO control.

The icon button for SmartArt doesn’t appear to use the same internal mechanism and doesn’t seem to be repurposable. However, if you right click on the item and choose Fill / Picture then this IS repurposable:

For reference, the control for the standard picture placeholder button icon uses PictureInsertFromFilePowerPoint for Windows and PictureInsertFromFile for Mac and are not used for this SmartArt picture button icon.

Is this a deliberate implementation choice or is something missing?
