Hi there,
Has anyone noticed that their deadline for a Win32 app that is set as required for a group incl. devices do not execute at the deadline time specified? On Friday 19th February 2021 I had set a deployment to occur today, 22/02, but instead it immediately starting executing the deployment a few minutes after the deployment assignments were saved.
I noticed in the intunemanagementextension.log that the line exists for not just this app, but for all apps we've deployed previously. Some, like Edge, do not allow for a deadline in the future, whilst others we have set a deadline for.

For this issue, we appreciate your help to get the setting of App availability. Basically, there are two settings for the app installation time, App availability and App installation deadline.
I also find that when more than one assignment is made for the same user or device, the app installation deadline time is picked based on the earliest time possible. We can read the following article as a reference.

Does this apply when AppA's deadline is a past date and AppB, in this case, is a future date?

@OllieSaleh I have done two tests in my lab.
Test1: I deploy a win32 app to a win 10 device today and set deadline is 2021/2/23(past date). When I restart the device, I find that the app is installed successfully. So when app's deadline is a past date, it will install a few minutes after the deployment.
Test2: I deploy a win32 app to a win 10 device and set deadline is 2021/2/24 1:00PM(future time). When I restart the device, the app is not installed. I also check the logs, I find that it shows the deadline time.
For the log you provided, "ASAP" means "as soon as possible" in deadline, so please check if the assignment in the same app has two device groups which both have this device.
For the assignment of different apps, they will not affect each other.

Three device groups had a past date deployment and the fourth device group had the future deployment. Devices in the fourth deployment group do not exist in either of the other three device groups.
I also tested this with device time zone, not UTC scheduling as you have described and shown above, but despite this I feel the log output where it states StartDeadlineEx(TimeFormat) is null is either the format is wrong, or there is genuinely an issue.
@OllieSaleh I test it with device time zone in win 10 version 20H2 and I can find its StartDeadlineEx is well. So it seems not an issue. Here are some information in my test, just for a reference.
Given this situation, we could do more check to clarify why it always states StartDeadlineEx(TimeFormat) is null. So we suggest to open a case to check on this. It is free. The following link describes how to open a case, we can refer to it:

Thanks for getting back to me. I've raised a case with Microsoft and they have internally escalated the issue as well so we'll see what comes out of it.
From an observation its interesting the format is also different compared to mine, and whilst it might not matter because it likely translates to whatever region format used, I'll have a play around and see any differences that might help.
