Access to Azure DevOps application

Sorry, I'm not very good with terms of Microsoft ecosystem, but will try to describe in my words. So I setup organization within Azure and setup users/collaborators with AAD. Now I want to develop application for Azure DevOps which requires OAuth. To do that I need to register my app within Azure DevOps. But it looks like I'm doing it within my account and nobody in organization can see or manage that app (specifically oauth app).
The question is how can I grant access to the oauth app in the way that my team can see or manage that app? I suppose it must be somewhere within AAD but I can't find it.

    By default any AAD user should be able to see any registered application. Members of Global Administrator / Application Administrator should be able to make changes also. Are you saying that when your colleague go to AAD portal, they do not see the OAuth application you registered?

    Go to AAD -> App Registration , By default it shows you owned app, your colleague needs to click on All Applications. see below image
