Subscription - Contributor Access

Hi, With contributor access on Subscription-level (i.e. Sub A), is a user able able to create (sub) subscription within that Subscription (Sub A)?

    As I know, we can not create a subscription under existing subscription. Each subscription is different, unique and treated as individual.

    Under subscriptions, we generally create resource groups and not subscription
