Don't start BizTalk application after release via Release pipeline(Azure DevOps)

I'm using Azure DevOps Pipelines to Build and Release BizTalk Applications to various environments.
On the successful release of any application to the server, the BizTalk application status is set as Started.
Is there any option to release BizTalk application without starting it's artifacts ?
I'm thankful to anyone who has ideas to overcome this in Azure DevOps Pipeline
