Can't install offloaded apps after wiping an iPad

Hello
We just started with managing new iPads with Intune. I tried to wipe (factory reset) one of them. After the wipe some of the apps were offloaded (shown with a cloud symbol and an arrow). When tapping on an offloaded app it should reinstall. Our iPads are supervised and don't have an apple id. When I tap on an offloaded app I get an error that the app couldn't install and that I shoud try it later again. I first thought that I can "buy" the app in Apple school manager (ASM) and deploy it from there again. But the two apps I'd like to deploy aren't available in the App Store in ASM because they are the builtin Files App and Voice Memos App.

    The problem was our proxy. According to https://support.apple.com/en-us/HT210060 we added also *.cdn-apple.com and *.mzstatic.com to our exceptions and now offloaded apps install by taping them. Sorry for wasting your time and thanks for your help.

    To clarify this issue, could you please try to factory reset in unenrolled iPad device to see if it occurs the same situation?

    I'm not sure if I understand it. All of our iPads are registered into Apple School Manager by the OEM. They enroll themselves to intune by the first internet contact. Do you mean that I should delete it from Intune and then factory reset again?
