disable provisioning of "Shared with everyone" folder in ODB/SharePoint server 2019

Hi!

I need to disable creation of the folder "Shared with everyone" in our ODB/SharePoint server 2019.
There is a powershell for this but only applicable on SPO.
Is there any way to achieve this on SharePoint or ODFB on-premise?
