If so, I'm not familiar to the three app packages used for deployment, it should be still be similar to https://video2.skills-academy.com/en-us/azure/cloud-services/cloud-services-dotnet-get-started#configure-the-solution-to-use-your-azure-storage-account-when-it-runs-in-azure.
There is a however a new ARM version of Cloud Services; https://video2.skills-academy.com/en-us/azure/cloud-services-extended-support/overview?view=vs-2019. It's supported on Visual Studio 2019 16.9 and beyond; see https://video2.skills-academy.com/en-us/visualstudio/azure/cloud-services-extended-support?context=%2Fazure%2Fcloud-services-extended-support%2Fcontext%2Fcontext&view=vs-2019 for more information.
If all you want to do is deploy a static html file, then I would also suggest you have a look at static web apps over on https://video2.skills-academy.com/en-us/azure/static-web-apps/overview. Deployment is far simplier.
