Display Power Saver Mode : Page entering PSM is non responsive when mouse is moved.

In the past few weeks when the monitor (Dell S2440L) enters the power saver mode(PSM) after 5 minutes of non use, and I move the mouse to bring it out of PSM , the existing page that was on screen when it entered PSM is frozen and does not respond to the mouse movements( Mouse works but does not control functions on the page until I click another tab page then I can go back to the non responsive page and it is now responsive ? Could this be a Windows 10 problem or something else ? Any Ideas?

    What’s the existing page? Is it a app interface, a word document or any UI.
    If page works fine after you switch another tab page then go back, I think it should not be a Windows problem, it should be related to your page, maybe the page itself has some mechanism that after user left for a period of time, current existing page will be locked, would continue work after switch to another page and go back.
