Bing Ads API: ?singleWsdl now only returning wsdl:definition

For YEARS the application I manage has been hitting the Bing Ads API endpoints with the singleWsdl parameter (ex: https://clientcenter.api.bingads.microsoft.com/Api/CustomerManagement/V13/CustomerManagementService.svc?singleWsdl)
Last night, this started returning only the wsdl:definition. Removing singleWsdl returns the expected s:Envelope
- Is this a feature, or a bug?
- Did I miss an announcement of this change?
- What are the differences between the no-parameter, ?wsdl and ?singleWsdl endpoints?
