Enteprise access model, tier level classification of administrators

I am currently setting up the Enterprise Access Model recommended by Microsoft. In the documentation of Privileged Access Groups, I am wondering what is meant by "Tier 3 Office Admins". Does the tier refer to the administration level or to the service (3rd level support)?

The Enterprise Access Model graphic also only addresses Tier 2.

If it's the administrative level, I'm guessing the Tier 3 Office Admins will be classified in Tier 0, correct?

    Thank you for your post and I apologize for the delayed response!

    Reading through the documentation that you provided, it looks like the "Tier 3 Office Admin" role might've been used as an example. However, from the Tier documentation that you linked, you're right in saying that the "Tier 3 Office Admin" should be classified as Tier 0.
