Self Install SQL Server On Azure VM With SQL Server Standard Server-CAL License Model

Hi everyone,
I have a SQL Server 2019 Standard License (Server+CAL License Model) without Software Assurance. I created a new Azure VM to self install SQL Server. I have some question below:

  1. With my license, I will upload a SQL .iso setup file include my license key to Azure VM and then install SQL Server. Is this ok ? Can SQL Server work normally ? Do I violate Microsoft policy ? I search some document, it mention that I have to purchase Software Assurance. After I install SQL Server, I have to report to Microsoft using License Mobility Verification Form within 10 days.
  2. Suppose that I have already purchased Software Assurance and installed, activated SQL Server in Azure VM, do I need to register SQL Server Azure VM with the SQL VM resource provider to active Azure Hybrid Benefit ? I search some document, it mention that the hybrid benefit does not apply to SQL Server licensed under the server/CAL license model.
    Please help me to answer my questions.

    There are three ways to do this. If you're an Enterprise Agreement (EA) customer, you can provision one of the virtual machine images that supports licenses, which is also known as bring-your-own-license (BYOL). If you have Software Assurance, you can enable the Azure Hybrid Benefit on an existing pay-as-you-go (PAYG) image. Or you can copy the SQL Server installation media to a Windows Server VM, and then install SQL Server on the VM. Be sure to register your SQL Server VM with the resource provider for features such as portal management, automated backup and automated patching.
