In this "Visual Studio subscriptions with GitHub Enterprise"

It states "Customers who have Enterprise Agreements (EA) with Microsoft are eligible to purchase a new subscription offer"
and after the email process is completed, the Visual Studio subscriptions admin assigns a subscription to the user.
There is also mention of the setting up of a "GitHub Enterprise account". Is this "GitHub Enterprise account" another "account" created within the EA enrollment where all the Visual Studio subscriptions will reside in?
As a diagram would it look something like below?
My question is, regarding the library of Microsoft software for Development and Test that becomes available to the users that are assigned Visual Studio licenses. Does each user have the ability / access to use these strictly only within the Visual studio subscription they were individually assigned?
A,
Both A and B, or
ANY account within the EA enrollment, A,B, and C ?
(in the above diagram C is "Commercial Use" so that's a no go, BUT if it wasn't , would deploying here technically be possible?
