Microsoft will charge you only for the services being used. For example: If you spin up a VM in Azure for testing purpose and then delete it. You will be billed only for the time the VM was active and if there is any data that's being stored as part of the VM that was deleted, you will be billed for the data as long as it is stored in the underlying storage account. When you delete that storage account and other associated resources of that VM, your billing will be stopped.
