Billing message while creating database in Azure fundamental online course

I signed up for Azure fundamental online course recently. While running the exercise on SQL database creation using the Sandbox option, a message popped up on the screen. ‘You don’t have permission to create a database. You will be billed by end of the month”. It surprised me because I was running the exercise as stipulated. I stopped and logged out. I called the support center in Norway and the analyst advised me to raise a ticket on the Azure portal. Please, I need help with this message before continuing with the Azure fundamental training exercise? Thank you!
