Can not add a credit card to a second Azure account

Hello all.
I have two Azure accounts that need to stay separate for billing and security. Also, the two accounts are set up and in production so I can't mess with anything. When I try to use the same credit card on the second account the screen tells me the information is incorrect. I am copying my settings directly from the Bill and from the card. I know the card is valid and working.
So how do I get Azure billing to allow me to use the same card on two accounts?

    @Steven Davis This transaction was blocked because it was added to too many accounts. You need to contact Azure billing and subscription management team at no extra cost for unblocking.
