The Default Role Assignment Policy only applies to OWA, not the Office 365 portal. Microsoft is working on providing a solution on that front too, but currently you cannot restrict access to some of the settings there.
365 / Despite exchange "Default Role Assignment Policy" active and myprofileinformation and mycontactinformation not marked - Users are able to edit their details in portal.office.com personalinfo
We would like to restrict the personal info users can edit on portal.office.com. Per Default Role Assignment Policy this is disabled, yet users can edit the information.

2020-06-27T17:24:19.543+00:00 Thank you for your response. According to replies in the below threads, the owa setting is linked to the portal user information. If I select "My account" in OWA, I am redirected to the portal "My account". So how can we achieve that users again receive the following hint when they try to edit personal info: "Some details, like your name and job title, may be provided by your IT or human resources department. If you want to update those details, contact them or your admin."
