How do I bypass having to load windows 10 to download my new Publisher purchase, currently running 8.1

I purchased Publisher today for 139.99 and when trying to install I received a message telling me that I need windows 10 to install it. I currently run 8.1 and I am happy with it please tell me how to either get my money back or install a version compatible with my current op system.
