Probelm to link my personal account to my business account

if you can re initiate all at new. it's very mandatory for me to have these two account linked, because when I do a training gin Microsoft learning site, the training shroud be appeared in my internal lIBM earning account , and to have access to certification for free (IBM is partner to Microsoft on this)

My problem is to link my learning account (Personal and Business) --> I have it since two days, just I did a bad manipulation and deleted my profile, when I wanted to create my profile again and I wanted to link it with the IBM one I get the errors at the top
