Hello, we are building a teams interop app using ACS for iOS and Android. I wanted to know if we can use push notification service from ACS to notify the guest users when call starts. This app is for guest users who wants to join the meeting hosted by the speaker. And guests are able to join the call using accesstokens and meeting url.

I think https://video2.skills-academy.com/en-us/azure/communication-services/concepts/notifications is what you're looking for @Kambalekar, Manjunath . Since ACS is still preview so there may not be any samples on how to implement just yet. With regards to a meeting started notification though, there isn't one out of the box. You will have to establish your own flow of determining when a meeting started and generating your own notification.
