Azure Advisor - Are memory utilization metrics considered for providing shutdown/resize VM recommendations?

Are memory (RAM) utiilization metrics considered for providing recommendations for shutting VMs down or resizing to smaller SKU? In the documentation (https://video2.skills-academy.com/en-us/azure/advisor/advisor-cost-recommendations#optimize-virtual-machine-spend-by-resizing-or-shutting-down-underutilized-instances) it is mentioned that for shutting VMs down, the memory pressure should be lower than the threshold values. What are these tresholds? If memory utilization is considered, is there any action required to enable memory tracking (i.e. enable an agent)?
