Is possibile to combine Azure Computer Vision and reference object (in photo) to determine to size of an object or person size (shoulders, chest, waist, arms) ?

Do you think that with Azure Cognitive Services it is possible to develop a model that, having as input the height of the person, is able to obtain all the other measures?
Currently, Azure Cognitive Services does not support above scenario. If you are trying to predict values based on features (inputs), you may want to consider Azure Machine learning. You might also find this resource helpful.
