Short answer is No. Not so short answer is if device is not enrolled in Intune, then you cannot manage it for device policies. Bigger question is what is the requirement here? Is this a BYOD scenario?

Hello , Can we use Intune to setup Device Authentication ?
Example: Joe Smith plugs his laptop into the network
His laptop is not enrolled in Company XYZ endpoint manager
He will get DHCP address.
Can we block this using Intune?
Can we force his system to require authentication before it will obtain valid IP Address?
How can we achieve this with Intune?

Is ISE integration my only option here? I guess this requires NAC Solution.
So Intune does not provide any NAC solution for wired networks ?

I agree with RahulJindal. If the device is not enrolled in intune, intune will do nothing with this device. And for NAC, here is some information about it:
