Can you please elaborate on what you mean by “each user”?

Costs are tracked/monitored by the resources, and resource types, etc. not by who created the resource itself.

Case in point, if the customer has a central IT department that executes all of the deployments, then the IT department would technically be the “only” user from that perspective (since they are creating all the resource for others to use).

Further to that, if they’re using automation to create resources (which they should), then all costs would end up being associated to this automation account (ie. SPN).

What exactly are you trying to accomplish? My initial thought would be to use Tags, as this provides additional grouping/granularity for cost and usage reporting.
