Can't connect to my VM using RDP

When I try to connect to my VM on RDP port 3389 it gives me an error can't connect. When I use my VPN it actually works and I reach the sign in page but it says my credential is wrong even though I'm sure its right. It gives me failure when I try to reset the password. My NSG inbound rules allows RDP connections through TCP. What is wrong ? I'm in Saudi Arabia and I have a feeling that has something to do with it.

Apologies for the delay in response.
Could you please provide the screenshot of the error message that you are receiving? How are you trying to RDP into the VM? Are you using the Public IP of the VM or using Azure VPN or Bastion to access it?
