Seems the Redistributable CAB Files link is broken or inaccessible currently, I would suggest to touch base with [Microsoft support][1] to get the proper link or alternative solution.

Note: I just want to remind you, Mainstream Support End Date is over for BizTalk Server 2013, and the Extended End Date also going to end soon. Refer to below link,
