You might have limitation around Microsoft Sponsorship subscription but to be 100% sure, I would verify the default quota. Whenever you open a new Subscription we put default quota to avoid customers creating very expensive ressources by mistake.
You can verify these quota on the Azure portal:
- Go to portal.azure.com
- Go to Subscriptions and select the relevant Sponsorship subscription
- Click on "Usage + Quota" and change the filter as shown on the screenshot below.
- Open a Support Request from there to request a quota increase. If you are entitled to this kind of VM with a Microsoft Sponsorship subscription, they will do the change. Usually within 48 hours or less.
