Object Detection: Limit of number of boxes in an image?

We have created a customvision project and trained a model for tensorflow to count people on public webcams for our covid project which counts people activity in public space. http://EveryoneCounts.de
But it always counts only 20 people, never more. Smaller number is accurate. How can we improve?
