Resource Mover helps you to move Azure resources between Azure regions.
Using Resource Mover, you can currently move the following resources across regions:
- Azure VMs and associated disks
- Encrypted Azure VMs and associated disks. This includes VMs with Azure disk encryption enabled, and Azure VMs using default server-side encryption (both with platform-managed keys and customer-managed keys)
- NICs
- Availability sets
- Azure virtual networks
- Public IP addresses
- Network security groups (NSGs)
- Internal and public load balancers
- Azure SQL databases and elastic pools
That said, Azure resource mover doesn't support moving resource group from one tenant to another.

For moving resources from one subscription to another, both subscriptions needs to be in the same tenant. For your scenario (moving resources from one tenant to another) you need to create a new subscription in tenant 1, move resources from subscription 1 to new subscription and then as a final step, change the tenant for a new subscription to tenant 2.
