After session disconnected services/Application should keep running

application requirement is when a session is in a disconnected state, running programs should keep active even though the user is no longer actively connected. we have done below GPO setting for it. but after some days/months, servers generated event id 4231 and 4227 and shaing all TCP IP ports are in use and we are not able to take RDP of servers and unable to make any new connection with servers. our team complaining that this is happening because of Session Time Limits SET to NEVER

Computer Configuration, Admin Templates, Windows Components, Remote Desktop Services, Remote Desktop Session Host, Session Time Limits SET to NEVER

Questions:-

  1. is this happening because of this policy?
  2. is there any other way to full fill this (After User disconnected application should keep running) requirement.!

    HI
    for example:
    there is testa account need to run specified app in his disconnected session.
    1.we can logon domain admin account then enter below command in destination server to get testa's session id as 4.
    query session

    2.enter below command in command prompt(run as admin) to convert testa's session as console session so that the app can run on the testa's session.
    tscon 4 /password:L123456! /dest:console
