Exchange Active Sync ResolveReceipient command doesn't work as expected with latest office 365 update.

We use an exchange active sync protocol for mail configuration and fetch mail and calendar data, it was working as expected. with the latest office 365 updates we started seeing issues with the ResolveReceipient command, which is used to fetch the free/busy data for invitees.

Now it returns the availability status as 163, description of this error code is following as per Microsoft document:

Free/busy data could not be retrieved from the server for a given recipient. Clients SHOULD NOT reissue the request as it is caused by a lack of permission to retrieve the data.

we are trying to fetch free/busy data within the organization, calendar folders show with organization users can see free/busy status. there is no policy to control free/busy data visibility status within the organization.

We checked the same in OWA and the outlook application, it works fine there. But OWA and outlook don't use Exchange active sync.

So what changed in the latest office 365 update? is some config is expected to get this data? or new parameter needs to be part of the request? or this is a bug in EAS? or this is no longer supported in EAS?
