If you need them to have access to Teams, Office, and others, you should purchase E3 plans. It isn't possible to provide them with those licenses with just SPO plans. You must license each individual user appropriately with the license they require to access the services they need.
Have 2 subscription plan in one admin account, is it possible?
Dear All,
I registered as administrator with Office 365 E3 Plan only for me, then i registered a new one SharePoint Online Plan 1 or SharePoint Online Plan 2 for 10 users. Now, i have 2 Subscription Plan E3 and Plan 1/2. Is it possible this 10 users who registered SharePoint Online Plan 1 or SharePoint Online Plan 2 have access feature/app like "Teams, Ms. Office, etc" on my Office 365 E3 Plan?

2020-07-30T02:22:40.853+00:00 Agree with trevorseward, it doesn’t matter what subscription you have assigned to a admin account (yourself), users will need proper license assigned to them as individuals in order for them to get access to Teams, Ms. Office, etc.
