How can you get a Microsoft Booking Service to Start on the Hour, every hour, taking into account staff members availability via their outlook Calendars?

We're struggling to get appointments to be bookable on the hour. We have set up "Custom Hours" to recur every hour we want. We have altered the "Time increments" to 1 hour, we even tried "custom - 60 minutes". We have entered staff availability and checked the box "Events on office calendar effect availability".

Yet appointments are still showing for odd times i.e. 11:50, 14:15 etc.
We have multiple different services, with different durations, and multiple staff members, with different working hours.

It's all a bit complicated and we can't seem to get it too work. Any ideas?

    @Michael Kemp , From your description, it seems our issue is related with Microsoft Booking service which is in Microsoft 365. Here we suggest to go to the following location and choose Topics as Microsoft 365 or office 365 for admins and ask question there to get help:
