Why doesn't our domain add to the Outlook safe senders list via GPO?

We have a GPO that applies to our Outlook clients. It has the client look at a network share text file for domains or email addresses and automatically adds those to the safe senders list in Outlooks junk settings. It works for all other domains except when adding our companies domain or sub domains. Is this normal?

    To exclude the influence from GPO, I tried to manually add my own domain to the safe sender list in Outlook client and found that it will disappear automatically after a period of time. And if you add other domains to the safe sender list in Outlook client, it can work fine. In addition, I also tried the PowerShell method Andy mentioned above and got the same result.

    So, according to my knowledge and tests, I'm afraid that it is normal that you could not add your own domain to your Outlook safe senders list.
