The view pane will not accept a change from below to right?

My question is in regard to Microsoft Outlook, the View Pane. When opening MS Outlook the view pane is BELOW. I have tried numerous times to change it to the view pane to RIGHT however it automatically defaults back to BELOW. Any suggestions? Thank you.

    Thanks for sharing the details, Cynthia! Please try this method carefully. Outlook sometimes resets because the view change isn’t saved to the folder’s view settings.

    Open Outlook.

    Go to View → Reading Pane → Right.

    Then click View → View Settings → Other Settings.

    Confirm your layout preferences, then click OK → OK.

    Back under View, click Change View → Apply Current View to Other Mail Folders.

    • Choose to apply the same layout to all folders where you want the Reading Pane on the right.

    This makes the layout “stick” across folders.

    I am using Outlook Legacy and I cannot follow the above displayed process

    What shall I do? It's extremely ineffective to have the pane as "below" and not as before as "right"
