You're absolutely right, Microsoft has officially retired the Volume Licensing Service Center (VLSC) and transitioned license management to the Microsoft 365 Admin Center. However, as you correctly pointed out, this new portal only supports work or school accounts (Azure AD accounts). Unfortunately, personal Microsoft accounts (MSA) are no longer supported for license management in this new system.
Since your Visual Studio 2017 licenses were originally associated with a personal account, here are a few steps you can try to recover your product keys:
1. Check the Visual Studio Subscriptions Portal
- Visit: https://my.visualstudio.com/productkeys
- Sign in using the same personal Microsoft account you used to access VLSC.
- If your Visual Studio 2017 licenses were linked to a Visual Studio subscription, you may find the product keys listed there.
2. Search Your Email for VLSC Details
Look through your email inbox (and spam/junk folders) for any past communications from Microsoft or VLSC. Useful information includes:
- Authorization Number
- License Number
- Purchase confirmation emails or access links
These details can help Microsoft Support locate your license in their system.
3. Contact Microsoft Volume Licensing Support
If you're unable to retrieve the keys via the portal:

4. Request a License Transfer (Optional)
