Is Windows 11 25H2 rolled out officially? Any known problems with this version?

To answer your first question: Yes, Windows 11 25H2 is rolling out to the general public. The official .ISO on Microsoft Windows 11 download site is currently on 25H2 version.

About your second question, I'd like to ask if you can clarify that you "didn't have the environment ready." Were you attempting to do an in-place upgrade or clean installation? Or it was a build offered in Windows Updates? Is there any specific error code? While waiting for the answer, here are some suggestions:

1. Try a different USB port if you're using bootable installation media
2. Check Secure Boot and TPM options in UEFI/BIOS
3. Recreate your installation media on another USB

For me Windows 11 25H2 appeared in windows update 13th October. It is available via

https://www.microsoft.com/en-us/software-download/windows11 as you can see.
