Recover a deleted file not found in the recycle byn

Deleted a file that doesn't show in the Recycle bin. How can that be recovered? The file was deleted by a user on a MacOS, I'm trying to retrieve using a Windows machine.

I can't see / don't have access to the 'Second-stage recycle bin'.

    I understand you're having trouble recovering a deleted file that isn’t showing up in the Recycle Bin. To assist you better, I’d like to ask a few quick questions: 

    • Are you using a personal account or a work/school account provided by your organization? 
    • Where was the file originally stored? (e.g., OneDrive, SharePoint, local PC folder, or a network drive
    • Have you checked the Recycle Bin on both your local device and any connected cloud storage (if applicable)? 

    If the file was stored in SharePoint: 

    There’s a chance it might still be recoverable from the Second-stage Recycle Bin, but please note: 

    • You must have SharePoint Site Admin permissions to access it. 
    • To check:  
      1. Go to Site contents.

      1. Select Recycle Bin

      2. At the bottom, click on Second-stage Recycle Bin

    Files deleted from the first-stage Recycle Bin may still be available there for a limited time.
