Windows 11 reinstall - Microsoft login offering someone else's email address

A friend purchased a Windows 11 laptop, new, from a very well known UK online and highstreet outlet one week ago.
It has been unusable - I've now managed to reinstall Windows 11, but...

After the reinstall the Microsoft Account login screen now shows his email address and an email address that bears no resemblance to his and is related to a small company in London.

Does this mean that the machine is not new and has been poorly refurbished? I am loathe to spend my time creating a fresh install for a machine that has been mis-sold.
