Can't install windows 11 update 25H2 because of (0x80246019)

In Windows Update, I press the button to download and install Windows 11, version 25H2, and after a few minutes I get the error "we couldn't install this update (0x80246019)". I am not using my VPN. My C: drive has 116GB free.
