I have a data set (including TIME) in CSV format. When I attempt to plot that data, the TIME axis is 0

Make sure your TIME column is formatted as Time or Date (select the column → Right-click → Format Cells → Time or Custom).

When plotting, use an XY (Scatter) chart instead of a Line chart. Line charts treat the X-axis as categories, which can default to 0.

If needed, re-enter the times or use =TIME(hour, minute, second) to ensure Excel sees them as time values.
