I would like to inquire whether it is possible to fully transfer ownership of a Power BI dashboard or system that was originally created by one user to another user. Specifically, we would like the new owner to have full control over the dashboard, including access to the data sources, dataset connections, and design capabilities, without requiring any support or action from the original creator.

Could you please advise if such a transfer is technically possible, and if so, what the recommended procedure or permissions setup would be to achieve this?
