Windows 11 25h2 HP laptop keyboard not started (code 19)

I have the dreaded Windows 11 Laptop keyboard not started issue.

It installed 25h2 on 13/9/2025. All was ok until 3/11/2025, when Windows refused to see the keyboard.

On Bios system keyboard test, HP laptop keyboard and USB keyboards work fine.

At start of windows, windows does not see, or start laptop keyboard or USB keyboard driver.

Device manager states Code 19, PS2 keyboard not started.

Uninstalling or Disabling keyboard does not restart keyboards on reboot, or on scan for hardware changes.

HP only have keyboard drivers for 22h2 and 23h2 versions.

Not impressed, when you find that microsoft have been causing laptop keyboard issues for a couple of years now, on different brands of laptops.

Board of using On screen keyboard. Any sensible suggestions appreciated

    Hi Mark Ellis, I can imagine how frustrating it must be to deal with a non-working keyboard, especially after a system update that was supposed to improve things.

    To resolve the Windows 11 25H2 keyboard not started issue Code 19 disable Fast Startup by going to Settings then System and Power and Additional power settings then click Choose what the power buttons do and Change settings that are currently unavailable. uncheck Turn on fast startup and save changes or run powercfg /h off in an admin terminal followed by a full shutdown using shutdown /s /t 0. uninstall and reinstall keyboard drivers via Device Manager by expanding Keyboards right clicking the device Standard PS/2 Keyboard selecting Uninstall device and restarting the PC run the Keyboard troubleshooter from Settings then System and Troubleshoot and Other troubleshooters check for optional updates under Settings Windows Update then Advanced options and Optional updates if the issue persists use a Windows 11 bootable USB to access recovery tools and run DISM and Reagentc commands to repair system files and finally check HP’s website for BIOS or driver updates even if 25H2 specific drivers are unavailable. try installing the latest available for 23H2 as BIOS updates may improve hardware compatibility.

    Have you noticed any other hardware or driver issues since the 25H2 update, or is the keyboard the only device affected?

    Thanks for the suggestion. It might be because I have Windows 11 Home, but there is no "Additional power settings"

    I ended up having to reset Windows. Luckily, I have a USB with a Windows 11 image on it.

    But of course I now need to change various settings to my preference, and then install all the programs that I use. How is Reset so bad that it does not even keep Microsoft Office.

    And why did Microsoft remove Keyboard troubleshooter, when there is clearly an issue with Windows 11 updates, and lapto keyboards ?
